VAUGHN PAUL (vaughnpaul@tsag.net)
CEO

Vaughn Paul is a member of the Alexander First Nation; he has earned a Bachelors of Arts Degree and is currently working on his Executive Masters of Business Administration (MBA) degree. Vaughn has a varied work history which includes being the Director of First Nations Employment and Training Centre (FNET), the Assistant Director of the Alexander First Nation Education Authority (AFNEA) and as the Manager of Public Works & Housing. Vaughn has worked on a number of projects that have enhanced the capacity of the First Nations, particularly in the area of environmental management.

Executive Assistant

Michelle Arcand has been with TSAG since its inception in January 1998. Prior to joining TSAG, Michelle worked as a Youth Worker at the Alexander Education Centre and as an Assistant of the Queen's Bench at the Law Courts Building in Edmonton. As the executive assistant, Michelle is responsible for supervising TSAG staff, managing the office and the day-to-day operations , in addition to organizing and coordinating conferences and training workshops.

Bertha is a band member of the Alexis Nakota Sioux First Nation. Bertha began working with TSAG in May 1999. Prior to joining TSAG Bertha went to School at the Alberta Vocational College, Edmonton where she received her Secretarial Certificate. Bertha also worked for a Private School in St. Paul, Alberta for six years as the school secretary before moving to Edmonton.

Environmental Management

DENISE HAMMEL (dhammel@tsag.net)
Environmental Management Coordinator

Denise Hammel received her Bachelor of Environmental Sciences in May of 2003 from Concordia University College of Alberta. Being a former Conservation Officer and Park Warden trainee has allowed Denise to obtain a wide range of technical, administrative and field skills in both Environmental sciences and Law enforcement fields. Other former training and experience includes article publications on Wild Life management and Technical reports on Indoor air quality assessments. Denise is currently on the Board of Directors for the Land Stewardship Center of Canada (LSCC) and the National Council and Board of Directors for the Canadian Environmental Network (RCEN).

Environmental Technician

Amy Cairns recently complete her Bachelor of Science degree majoring in Biology from the University of Alberta in May 2008. The main focus of her degree was in ecological and environmental studies. Amy hopes to one day pursue further studies in environmental education.

WALTERS MUNDE (wmunde@tsag.net)
Environmental Technician

Walters Munde started his career as an Agriculturalist. He obtained a BSc in Agriculture General and an MSc in Crop Protection in 1993 and 1998 respectively from the University of Sierra Leone.

He later proceeded to Gent University, Belgium where he obtained a Postgraduate Diploma and MSc in Environmental Sanitation in 2004 and 2005 respectively.

Before joining First Nations (Alberta) Technical Services Advisory Group (TSAG) as Environmental Technician, highlights of his work profile included positions of teacher/lecturer in Cameroon Protestant College Bali and University of Sierra Leone, Research Assistant, University of Sierra Leone, Farm Manager for the Korean Presbyterian Church Integrated Project in Sierra Leone, Supervisor for Del Monte Fresh Produce Cameroon, Industrial Experience at Volvo Cars Belgium and Partnership Officer for The Environmental Network of North Somerset (TENONS) in the United Kingdom.

His experiences in the Agricultural Sector were motivating factors in adopting a career shift to Environment with special interest in "Pesticide Use and The Environment"

He has extensive professional experience in Projects and Studies undertaken across three continents (i.e. Africa, Europe and North America).



Environmental Liaison/Communications

CHANTELLE CARDINAL (ccardinal@tsag.net)
Environmental Liaison

Chantelle Cardinal is a member of Whitefish Lake Band # 128 (Goodfish Lake). Chantelle was enrolled in Athabasca University’s Bachelor of Arts Degree program through Blue Quills First Nations College. Prior to joining the TSAG staff in 2003, Chantelle worked with Aboriginal Heath Research at the University of Alberta as she plans to obtain her master’s degree in the future. Other training includes youth programmer, youth coordinator, group facilitation, research assistant, article publications and RCMP training.



Fire Safety Program

Fire Safety Coordinator

Leon Smallboy is a member of the Ermineskin Cree Nation. Leon has fourteen years of experience in the fire service, including his services with TSAG. Leon began his profession as a fire fighter with the Muskwachees Fire Department, which ran 24/7 with 8 full time fire fighters at that time and now operates with 12 full time and part time fire fighters. Leon attained his professional development through Muskwachees Fire Department and Ermineskin Band on National Fire Protection Association Standards in 1001, 1021, and 1041 fire fighter/fire officer/instructor and Safety Codes Officer in the fire discipline. Currently, Leon is working towards further development in the area of Fire Investigations.



Circuit Rider Trainer Program

HELEN JACOBSEN (hjacobsen@tsag.net)
Circuit Rider Training Manager

Helen Jacobsen received a Bachelor of Science degree with a major in microbiology from the University of Regina in 1985. Helen has varied experience in water treatment. She began by owning and operating her own water treatment business from 1987 to 1992. From there she started working for Saskatchewan Power responsible for the operation, maintenance and optimization of the high purity and potable water plants. At Sask power she was involved in the construction of a new state-of-the-art water plant that was used to provide high purity water to the boilers of the generating units. In 1997 she was offered a job with Transalta Utilities in Alberta. Her primary responsibility was with operation and maintenance and optimization of the water plants, both high purity and potable plants. Again she was on the design team to upgrade the potable plants to meet new regulations. In addition, she played roles in developing maintenance plans and also supervised mechanical maintenance crews. Before joining TSAG Helen worked as a Production Area Coordinator in the Cycle Chemistry and Water Systems area. There she had full accountability to determine budgets, investment strategies, capital upgrades as well as the day to day operation, maintenance and optimization of various water treatment plants. Helen joined TSAG March, 2007.
