Circuit Rider

The Circuit Rider Program is a water and wastewater operators training program developed by and for First Nations people. It is designed to train FN operators to certification levels who could maintain water and sewage systems within First Nations communities.

The Circuit Rider Program involves the use of certified trainers who visit First Nations communities and instruct operators on their own system. The objective is to help these operators maintain and upgrade their skill levels, so that they can maintain a well-functioning water and wastewater treatment system within their communities.

The Circuit Rider Program focuses on core functions of the operator, including but not limited to water and sewage treatment, water treatment facility management, health and safety standards, community awareness promotion, and water testing. Specific examples of skills learned by operators include pump maintenance, system flush, belt adjustment and maintenance, usage of computer controlled systems, chemical mixing, and chemical formula reading and calculations.

Instead of adhering to a rigid curriculum, the trainer can structure the program to meet the operator's educational background and technical ability. The program can begin in many different ways and proceed in different directions while achieving a common result. In addition, the trainer may review design plans to ensure that the facility is safe and operator-friendly. The trainer is also present at the commissioning of new or upgraded facilities to ensure quality of work.

After demonstrating its effectiveness in a pilot project endorsed by the Royal Commission on Aboriginal Peoples, the Circuit Rider Program is now in operation in Manitoba, Ontario, Northern Quebec, and Alberta.
